Holland Gardens
Built in the early 1940s, Holland Gardens is a public housing complex owned by the Jersey City Housing Authority (JCHA). It consists of five low-rise brick garden apartment buildings located in the northern section of Downtown Jersey City, Ward E, just north of Route 139 and west of the Holland Tunnel. The complex includes 192 family-designated public housing units. The current 3.31-acre lot is configured as a super block, cutting off 15th Street at Erie Street.
JCHA has determined that the best way to meet the needs of low-income families and the surrounding community is by demolishing and revitalizing the existing Holland Gardens buildings. The plan involves creating a well-designed, economically balanced, mixed-income community that maintains long-term affordability for low-, moderate-, and unrestricted-income families. The revitalized development will include community facilities essential for attracting and supporting these families, and will contribute to the continued vitality of Jersey City. To facilitate this process, JCHA conducted a competitive selection procedure and chose Winn to serve as its development partner.

The Jersey City Housing Authority (JCHA) currently owns and manages Holland Gardens. JCHA will enter into a 99-year ground lease agreement with Winn and will play an active role in the design and construction of the revitalized Holland Gardens.
