About Holland Gardens

Built in the early 1940s, Holland Gardens is a public housing complex owned by the Jersey City Housing Authority (JCHA). It consists of five low-rise brick garden apartment buildings located in the northern section of Downtown Jersey City, Ward E, just north of Route 139 and west of the Holland Tunnel. The complex includes 192 family-designated public housing units. The current 3.31-acre lot is configured as a super block, cutting off 15th Street at Erie Street.

Revitalization of Holland Gardens

JCHA has determined that the best way to meet the needs of low-income families and the surrounding community is by demolishing and revitalizing the existing Holland Gardens buildings. The plan involves creating a well-designed, economically balanced, mixed-income community that maintains long-term affordability for low-, moderate-, and unrestricted-income families. The revitalized development will include community facilities essential for attracting and supporting these families, and will contribute to the continued vitality of Jersey City. To facilitate this process, JCHA conducted a competitive selection procedure and chose Winn to serve as its development partner.

The Jersey City Housing Authority (JCHA) was formed in 1938 to provide decent, affordable housing for low-income families, seniors, and persons with disabilities. JCHA is New Jersey’s second largest public housing authority, serving over 18,000 residents. The JCHA is responsible for the administration of approximately 7,100 housing units in every ward of Jersey City, including approximately 2,500 public housing units and 4,600 Housing Choice Vouchers.

JCHA’s mission is to create and invest in quality affordable housing opportunities for their residents and communities they serve.

The JCHA has a strong track record of revitalizing distressed public housing that incorporates policies promoting Section 3 local hiring. Additionally, the JCHA has been lauded as a champion of energy efficiency and green building practices and was the first public housing authority to meet the U.S. Department of Energy's Better Buildings Challenge in 2018. 

The Jersey City Housing Authority (JCHA) currently owns and manages Holland Gardens. JCHA will enter into a 99-year ground lease agreement with Winn and will play an active role in the design and construction of the revitalized Holland Gardens.

Relocation Specialists

HousingToHome (WBE) operates nationally, specializing in relocation, resident engagement, and community building services. The company has extensive experience across New England, New York, and New Jersey. With over 25 years in the industry, the leadership team at HTH has managed the relocation of more than 10,000 units.

The senior leadership team at HTH is distinguished by its diversity, with 100% of members being women and/or people of color. The team is well-versed in federal regulations, including URA, Section 18, RAD, and HUD submission processes.

HTH offers expertise in both temporary and permanent relocation solutions, including in-place relocation and new construction projects. The company has a proven track record of providing relocation services for numerous Winn projects, such as Mission Main in Boston, Whitney Neighborhood Apartments in Buffalo, Holland Gardens, and Hamilton Square in New Jersey.
